Shasta County selects BI Incorporated to operate electronic monitoring program for offenders
BOULDER, CO—Jan. 21, 2010— Shasta County Probation has selected BI Incorporated to operate its electronic monitoring program for offenders released to probation. The probation department transferred program operations responsibilities to BI in December. The electronic monitoring program office is located at 1525 Court St. in Redding. BI’s Scott Gruhler will be the program manager.
The probation department has operated the electronic monitoring program for several years, using a mix of BI equipment to enhance community supervision efforts. Due to budget shortfalls, the county considered cutting the program. Instead, the program was outsourced to BI and the cost of the program is being offset by collecting fees from participants. Program participants pay a sliding scale fee for the location monitoring equipment and services. This helps the county defray part of the cost of the program while also retaining strict oversight.
“Shasta County’s electronic monitoring program offers the double benefit of easing pressure on the county jail by diverting low-risk offenders and saving valuable funds by requiring offenders to pay for some of the costs of the program,” said Rodney Quinn, BI Regional Director.
BI began operating the Shasta County electronic monitoring program with the 60 offenders previously enrolled. The county plans to expand the electronic monitoring program to 150 participants in the future.
