BI's Executive Team

For 30 years, BI Incorporated has supported customers in community corrections with innovative compliance technologies, monitoring services, and supervision and treatment programs. BI has a very deep and experienced team of leaders supporting our correctional agency customers.

Bruce Thacher  

Bruce Thacher, President and CEO

Mr. Thacher has more than 30 years of managerial experience that includes long-standing achievements with multi-location, service-oriented companies such as BI. He has been part of BI's executive management team since 2001, and was named president and CEO in 2008. He has been involved in all aspects of BI's business, including management of sales, marketing, software and hardware development, manufacturing, training, call center operations, purchasing, field operations and customer service.

     
Brad Cooper  

Brad Cooper, CFO, Executive Vice President of Finance

A member of the BI executive management team since 2001, Mr. Cooper has more than 25 years of finance and management experience. His expertise includes corporate financial and accounting practices, mergers and acquisitions, new business integration, financial reporting systems, revenue cycle management, accounting system upgrades and controls, integrating and restructuring financial processes for operating divisions, and streamlining budgeting, accounts payable and payroll processes.

     
Jock Waldo  

Jock Waldo, Vice President, Sales, Marketing & Electronic Monitoring Operations

Mr. Waldo joined BI in 1991 and has been an integral part of BI's expansion and growth over two decades. He has been part of BI's management team for more than a decade and today he is highly involved in the oversight of BI's sales, marketing and sophisticated electronic monitoring operations.

     
Jennifer White  

Jennifer White, Vice President, Monitoring Operations

Ms. White is responsible for the overall management of BI’s GuardCenter monitoring operations, which includes: program implementation, monitoring services to approximately 900 correctional agencies, customer support, customer satisfaction, technical support, employee and customer training, court testimony, financial management and quality assurance processes resulting in ISO certification. Ms. White has 20+ years of experience in converting, implementing, and managing large electronic monitoring systems/service programs.

     
John Thurston  

John Thurston, Vice President, Reentry and Supervision Services

Mr. Thurston manages BI's U.S. field offices, including the criminal justice professionals who provide direct supervision and treatment services to offenders released into the community. These offices include parolee reentry centers, county day reporting programs, electronic monitoring offices and more. He has more than 20 years experience in corrections, including extensive international business development expertise. He joined BI in 1992.

     
Bill Schilling  

Bill Schilling, Vice President, Human Resources

Mr. Schilling has more than 30 years experience in human resources. He joined BI in 2007 and today he is responsible for all planning, developing, implementing and administering all human resources activities for BI.

     
Ann Schlarb  

Ann Schlarb, Vice President, ISAP Services – Program Director

Ms. Schlarb has more than 20 years experience in criminal justice and has been involved in the Intensive Supervision Appearance Program since inception in 2004. Her experience includes direct supervision responsibilities in detention facilities; management of community-based probationers and parolees as a supervising officer; and high-level managerial roles with responsibilities for large-scale national offender supervision programs. She is known for her strong leadership, communication and operational skills as well as an understanding of the immigration process.

     
Bobby Clevenger  

Bobby Clevenger, Vice President, Internal Operations

An electronic engineer by training, Mr. Clevenger joined BI in 1993. Today, he oversees internal operations, including manufacturing, purchasing, engineering, patent administration, ISO certification and multiple other operations-related functions and responsibilities. He is integral to BI's continuous quality assurance and measurement programs.

     
Andrea Young  

Andrea Young, CIO & Vice President, Development

Ms. Young is responsible for overseeing BI's information technology systems and software development team, a key role in BI achieving its enterprise-wide strategic goals. She has more than 20 years of experience with technology-driven organizations. She joined BI in 2008.

     
Mike Torpey  

Mike Torpey, Esq., Vice President, Business Development

Mr. Torpey joined BI in 2008 after working closely with BI for years as a public affairs consultant. An attorney, Mr. Torpey has an extensive public policy background, serving as chief of staff and chief counsel for former N.J. Governor Christine Todd Whitman during her term. He is well versed in major issues facing corrections departments today.
